Minimum Qualifications

On or before September 29, 2018, you must be a qualified employee of the New York State Department of Education and have had three months of permanent competitive or 55 b/55-c service as follows:

For No. 38-243010: as an Archives and Records Management Specialist 2.

For No. 38-244: as an Archives and Records Management Specialist 3.

For No. 38-245: as an Archives and Records Management Specialist 3 OR as an Archives and Records Management Specialist 4.

Only the title(s) listed is qualifying for this examination(s).

If you were permanently appointed to a qualifying title on or before June 29, 2018, and have served continuously in this title since that date, you are eligible to file for this examination.

Qualifying Experience for Appointment from the Eligible List

For Nos. 38-243010 & 38-244: After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.

For No. 38-245: After two years of service as an Archives and Records Management Specialist 3 OR one year of service as an Archives and Records Management Specialist 4, successful candidates will be qualified for appointment from the eligible list.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:For Examination Nos.

1. Ensuring effective inter/intra agency communications - These questions test for understanding of techniques for interacting effectively with individuals and agencies, to educate and inform them about topics of concern, to clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with the staff of one's own agency and/or that of other agencies in cooperative efforts of public outreach or service. XXX
2. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences X
3. Principles and techniques of handling, using, and preserving archival materials - This tests your knowledge of the principles and techniques necessary for the proper handling, using and preserving of archival materials. It includes, but is not limited to, such areas as physical upkeep and preservation of materials, including documents, books, photographs, and other materials, such as those used for genealogical and other historical research. 4. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline. 5. Preparing reports and official documents - These questions test for the ability to prepare reports and other official documents for use within and among governmental agencies, in legal or regulatory settings, or for dissemination to the public. Some questions test for a knowledge of grammar, usage, punctuation, and sentence structure. Others test for the ability to present information clearly and accurately, to use the proper tone, and to organize paragraphs logically and comprehensibly. XX
6. Administrative supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections. 7. Program planning and evaluation - These questions test for a knowledge of basic concepts and techniques in such areas as the planning function, factors involved in implementing new procedures or programs, and evaluating their results and effectiveness. The questions are conceptual in approach and fundamental in level; they do not involve the manipulation of data nor the application of quantitative methods. XX
8. Administration - These questions test for knowledge of the managerial functions involved in directing an organization or an organizational segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on the context of the administrator's position and authority; forecasting and planning; organizing; developing personnel; coordinating and informing; guiding and leading; testing and evaluating; and budgeting. If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime Veterans' credits to your final passing score.

Credit for Seniority

Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.

Duties

As an Archives and Records Management Specialist 3, you would provide technical assistance and leadership to organizations concerning the management of archives and records information systems; oversee a program unit, a project team, or a field office and supervise subordinate staff; respond to difficult customer requests and make recommendations on record keeping methods, tools, and service delivery; assist in the development of program policies; prepare and disseminate publications; prepare and present training on records management; assist in the preparation of budget and grant proposals; and develop workshops, publications, and other products and services relating to archives and records management.

As an Archives and Records Management Specialist 4, you would manage a specific functional area, such as researcher services or local government records services and supervise subordinate staff; collaborate in the development of statutes, regulations, policies, and procedures relating to archives and records management; and lead teams and customer advisory groups that: assist with problem solving, recommend solutions, develop strategies, create business process improvements, and implement performance measures related to archives and records management.

As an Archives and Records Management Specialist 5, you would manage a program area, such as Archival Services or Government Records Services and supervise subordinate staff; coordinate activities, resources, policy and program development in the program area; provide leadership, technical assistance, and advice to organizations concerning the management of historical records; represent the program area at professional and constituent meetings; oversee long-term planning and evaluation for program area; and prepare budget and grant proposals.

Notice to appear for the test may be conditional as review of applications may not be made until after the test. Taking State and Local Examinations Scheduled for the Same Day

Eligibility for Examination

To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.

Cell Phones or Electronic/Communication Devices at the Test Site

Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
