Your admission notice will tell you where and when you are scheduled to appear. You cannot request a day in advance or change your scheduled day.

Minimum Qualifications

On or before October 28, 2017, you must be a qualified employee of the New York State Department of Corrections and Community Supervision and have had three months of permanent competitive or 55-b/55-c service as an Offender Rehabilitation Coordinator (including all parenthetics).

If you were permanently appointed to a qualifying title on or before July 28, 2017, and have served continuously in this title since that date, you are eligible to file for this examination.

Qualifying Experience for Appointment from the Eligible List

After three years of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.

Notes

  1. These positions are located in the New York State Department of Corrections and Community Supervision in the Main Office in Albany.
  2. Language Proficiency: If you pass the examination for No. 37-991, Correction Classification Analyst (Spanish Language), you will be required to demonstrate your Spanish language proficiency at a level that will ensure your ability to perform properly the duties of the position. Only enough candidates to fill current vacancies will be called to the proficiency test.
  3. If you submit an application for No. 37-991, Correction Classification Analyst (Spanish Language), an application will automatically be submitted for you for No. 37-949010, Correction Classification Analyst, at no additional cost.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Ensuring effective inter/intra agency communications - These questions test for understanding of techniques for interacting effectively with individuals and agencies, to educate and inform them about topics of concern, to clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with the staff of one's own agency and/or that of other agencies in cooperative efforts of public outreach or service.
  2. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
  3. Evaluating conclusions based on factual information - These questions test your ability to evaluate and draw conclusions from factual information presented. Each question consists of a set of factual statements and a conclusion. You will be asked to determine whether the conclusion can be proven to be true by the facts, proven to be false by the facts, or if the facts are inadequate to prove the conclusion.
  4. Applying the principles and practices of inmate classification and movement in a correctional setting - These questions are designed to evaluate candidates??? knowledge of the rules and regulations of the DOCCS April 2001 Classification and Movement Manual and the following DOCCS directives: #4017 - Inmate Transfer Procedure; #4018 - Security Classification Guidelines; and #4020 - Security Classification Guideline Decision Appeal. Questions will be based on these sources and require candidates to apply information from these sources to situations that may be experienced by a Correction Classification Analyst. Questions may include such topics as: inmate classification, reclassification, placement, transfer, separation, and programmatic determinations. A resource booklet containing portions of the Classification and Movement Manual and directives relevant to answering these questions will be provided on the day of the test.

Important: For study purposes, copies of the DOCCS Classification and Movement Manual and the directives cited above are available in each facility and in the Classification and Movement Office at the Department of Corrections and Community Supervision Main Office in Albany. If any candidates do not have access to this information, they may request the material by emailing Douglas.Botsford@doccs.ny.gov or calling 518-457-6022. You will not be allowed to bring these materials to the test site.

If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime Veterans' credits to your final passing score.

Credit for Seniority

Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.

Duties

Working under the direction of the Director and Assistant Director of Inmate Classification and Movement, Correction Classification Analysts are responsible for making final inmate classification decisions based on staff recommendations, and for monitoring inmate classification activities of a specified group of facilities. In addition, they are responsible for: making final decisions regarding inmate transfers and security classification levels; reviewing all transfer referrals from assigned facilities for accuracy and compliance with Departmental rules and regulations, including checking transfer history, placement levels, criminal history, enemies, and program needs and, if appropriate, conducting a full inmate file review; reviewing and assigning inmate security classification level based on the reclassification guidelines, which includes checking the inmate???s sentence structure, time to earliest release, public risk score, institutional behavior, warrants and/or detainers, pending charges, and the classification level recommendation from the Offender Rehabilitation Coordinator; reviewing, approving and completing Security Classification Guideline changes submitted by facilities; and coordinating transfers of ???hard to place??? inmates with other divisions (Health Services, Mental Health, Office of Special Investigations, etc.) within the Department.

Admission to Examination

Multiple Examinations Scheduled for the Same Day

Eligibility for Examination

To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.

Cell Phones or Electronic/Communication Devices at the Test Site

Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
