*Appointment to these positions may include a geographic pay differential ranging from $20,000 to $35,000 depending on the location of the position.

Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

The Positions: These positions exist in the Department of Health and are located in Albany, Buffalo, New Rochelle, Rochester, and Syracuse.

Minimum Qualifications

On or before August 1, 2022, you must have:

Either 1. a bachelor's degree in nursing AND current New York State license and registration as a professional registered nurse AND four years of post-licensure nursing experience. One year of which must be experience in public health and related health systems*.

Or 2. a master's degree in nursing AND current New York State license and registration as a professional registered nurse AND three years of post-licensure nursing experience. One year of which must be experience in public health and related health systems*.

*For the purpose of this examination, public health and related health systems seek to assess and monitor population health status to identify population health problems; diagnose and investigate population health problems and health hazards in the community; promote health through influencing modifiable risk behaviors; prevent injury and disease; conduct surveillance and control activities; educate people about health issues; research new and innovative solutions to health problems; mobilize community partnerships to identify and solve health problems; develop policies and initiatives that support individual and community health efforts; enforce laws and regulations that protect health and ensure safety; link people to needed services and assure provision of health care; evaluate the effectiveness of interventions and services; and/or participate in quality assurance activities in connection with the health status of individuals, populations in the community, and/or across populations.

Qualifying experience: For the purposes of this examination examples of qualifying experience includes, but is not limited to, experience as a public health nurse at a local county health department, public health organization, or public health policy or advocacy organization; infection control nurse; or a nurse performing education and outreach on public health. If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

Examples of non-qualifying experience include but are not limited to: Experience in discharge planning, utilization review, treatment plan development for individuals in community or congregate settings, and experience in a health regulatory organization determining entities' compliance with laws, rules, and regulations. Experience in a health insurance company, health maintenance organization, home health care organization, or private physician's office is also considered non qualifying.

Continued Employment: If appointed, to retain this position, you must maintain license and current registration. Loss of license or current registration may result in removal from employment.

Duties

As a Public Health Program Nurse, you would plan, develop, and evaluate public health programs; and work to improve community health through health education and promotion, and oversight of public and preventative health programs. You would also integrate the nursing process with epidemiological and community improvement activities; provide technical assistance to local, state, and national programs; and develop partnerships and coordinate activities with public health organizations. You may also supervise professional and clerical support staff assigned to public health programs.

  1. New York State residence is not required.
  2. Travel Requirements: Appointment to certain positions requires extensive travel within an area of assignment. Appointees may need to operate a motor vehicle or have other means to meet the transportation needs of the job. If the position requires that you operate a motor vehicle, you must continuously have a valid New York State driver's license to continue employment. Field work and travel expenses are reimbursed on a fixed schedule. Overnight travel may be required.

To be considered for appointment to this title, you must pass an online test. The online test consists of a questionnaire that asks questions about your education, training, and work experience. This online questionnaire IS YOUR TEST and should be completed after submitting your application. The online test can be accessed by clicking on the following link: https://tms.cs.ny.gov/TestDriver/Login/Login.aspx.

Responding to these questions, and submitting your questionnaire, is required to complete the examination process. You will not receive a score on this test unless you complete and submit the online questionnaire. You must complete the test by 11:59 pm on September 15, 2022.

The answers you provide to the questions will be used to rate and score your test against the general requirements of the position(s). To prepare, it may be helpful to have dates of completed education and work experience available as you answer questions. It is recommended you use a personal computer or personal laptop to complete your online test.

Your final score must be 70 or higher to pass. Your final score on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits.

Applicants are required to have a Personal NY.gov account and keep their email address up to date. The Department of Civil Service and other state agencies will communicate with you through email correspondence. This may include the notification of your test arrangements, examination results, and canvassing you for interest in appointment.
