Due to current testing space limitations, candidates may need to travel to a test site to take this examination. Candidates will be notified of their test site location on their admission notice.

Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

Minimum Qualifications

On or before October 22, 2022, you must have:

For Exam No. 26-888010:

Either 1. a bachelor's degree AND four (4) years of professional experience directing and managing statewide, borough-wide, or multi-county HIV/AIDS programs*. This experience must have included prioritizing goals, implementing programs, and allocating resources. One (1) year of this experience must include supervising professional level staff;

Or 2. a master's degree AND three (3) years of professional experience directing and managing statewide, borough-wide, or multi-county HIV/AIDS programs*. This experience must have included prioritizing goals, implementing programs, and allocating resources. One (1) year of this experience must include supervising professional level staff.

For Exam No. 26-889010:

Either 1. a bachelor's degree AND five (5) years of professional experience directing and managing statewide, borough-wide, or multi-county HIV/AIDS programs*. This experience must have included prioritizing goals, implementing programs, and allocating resources. Two (2) years of this experience must include supervising professional level staff;

Or 2. a master's degree AND four (4) years of professional experience directing and managing statewide, borough-wide, or multi-county HIV/AIDS programs*. This experience must have included prioritizing goals, implementing programs, and allocating resources. Two (2) years of this experience must include supervising professional level staff.

For Exam No. 26-890010:

Either 1. a bachelor's degree AND six (6) years of professional experience directing and managing statewide, borough-wide, or multi-county HIV/AIDS programs*. This experience must have included prioritizing goals, implementing programs, allocating resources, developing the program's budget and organizational structure, and staff development. Three (3) years of this experience must include supervising professional staff who supervised lower-level professional staff;

Or 2. a master's degree AND five (5) years of professional experience directing and managing statewide, borough-wide, or multi-county HIV/AIDS programs*. This experience must have included prioritizing goals, implementing programs, allocating resources, developing the program's budget and organizational structure, and staff development. Three (3) years of this experience must include supervising professional staff who supervised lower-level professional staff.

*HIV/AIDS programs provide individuals at risk or living with HIV/AIDS or viral hepatitis prevention programs such as pre-exposure prophylaxis (PreP), harm reduction programs, syringe exchange programs, sexual health and HIV/AIDS education programs, counseling and testing programs, heath care, case management, supportive services**, or providing education/training to service providers.

**For the purposes of this examination, supportive services programs are defined as providing a range of services, which may include, but are not limited to, outreach, transportation, food and nutrition, housing assistance, health education, substance abuse counseling, supportive counseling, peer support, and translation services.

Qualifying experience: If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

Examples of non-qualifying experience include but are not limited to:

  1. Clinical experience such as a nurse in a hospital HIV/AIDS unit or clinic HIV/AIDS program, or experience as an HIV/AIDS social worker or case manager in a clinical setting or community-based organization.
  2. Non-managerial experience in an HIV/AIDS program such as an HIV/AIDS educator, trainer, counselor, or client advocate in an HIV/AIDS organization (e.g., HIV/AIDS Community Service Program (CSP), HIV/AIDS clinic, or HIV/AIDS program within a larger organization, such as an HIV/AIDS program housed in a health facility or community based organization).
  3. Supervision of clerical or secretarial staff.

If you expect to meet the educational requirements by June 30, 2023, you can take the written test. You MUST submit proof of successful completion of the educational requirements to the Appointing Authority at the time of the employment interview or you will not be considered for appointment. Failure to meet the educational requirements by June 30, 2023, may result in your removal from the eligible list.

Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education. If awarded by an institution outside of the U.S. and its territories, you must provide independent verification of equivalency. Duties

As an AIDS Program Manager, you would manage programs through which HIV/AIDS and related services are delivered to New York State residents, or programs through which education and training are delivered to HIV/AIDS service providers. This responsibility may be accomplished through monitoring trends in the epidemic; forming partnerships with providers and communities directly affected; and identifying strategies for the development, implementation, promotion, and evaluation of HIV/AIDS services. You would also direct staff in developing HIV/AIDS service programs, coordinating services, educating health care professionals and the public, and providing technical assistance and support to service providers.

AIDS Program Managers 1 serve primarily as section directors and assistant bureau directors. AIDS Program Managers 2 serve primarily as bureau or office directors. AIDS Program Managers 3 serve primarily as division directors, or function as deputy directors in the AIDS Institute Executive Office with responsibility for specific policy and program areas.

  1. New York State residency is not required.
  2. Travel Requirements: Appointment to certain positions requires extensive travel within an area of assignment. Appointees may need to operate a motor vehicle or have other means to meet the transportation needs of the job. If the position requires that you operate a motor vehicle, you must continuously have a valid New York State driver's license to continue employment. Field work and travel expenses are reimbursed on a fixed schedule. Overnight travel may be required.

Subject of Examination

To be considered for appointment to this title, you must pass the written test. The written test evaluates your knowledge, skills, and/or abilities in the following areas: For Examination Numbers

1. Analyzing and evaluating information - These questions test for the ability to analyze, interpret, and draw reasonable conclusions from information presented in text, data, images or symbols. This may involve identifying a significant problem or issue; focusing on relevant data and text; identifying trends, relationships, and significant features; assessing relevant alternatives; suggesting or evaluating possible conclusions; and applying logical principles to information provided. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function on your cell phone. XXX
2. Preparing reports and official documents - These questions test for the ability to prepare reports and other official documents for use within and among governmental agencies, in legal or regulatory settings, or for dissemination to the public. Some questions test for a knowledge of correct grammar, usage, punctuation, and sentence structure. Others test for the ability to present information clearly and accurately, to use the proper tone, and to organize paragraphs logically and comprehensibly. XXX
3. Working and interacting with others - These questions test for knowledge of how to effectively approach work and maintain professional relationships with others in the workplace. Each question presents a situation and a number of possible approaches for handling it. Question topics may include working with supervisors and coworkers, interacting with members of the public, handling conflict, and managing workplace demands and priorities. 4. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline. 5. Administrative supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections. 6. Understanding and applying administrative principles - These questions test for knowledge of how to effectively manage and direct an organization or an organizational segment. These questions cover such areas as developing objectives, formulating policies, making decisions, forecasting and planning, developing personnel, organizing and coordinating work, communicating information, providing leadership, and delegating authority and responsibility. Your final score must be 70 or higher in order to pass. Your final score on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits.

Note: The Department of Civil Service may administer tests either online or with paper booklets and answer sheets.

Admission To The Test: If approved for a written test, you will receive an admission notice which will indicate your assigned test date and the way your test will be administered. Your test may be administered with paper and pencil or online at a state test site using a state-provided Chromebook. You cannot request to change your scheduled day or request a specific type of test administration.

Applicants are required to have a Personal NY.gov account and keep their email address up to date. The Department of Civil Service and other state agencies will communicate with you through email correspondence. This may include the notification of your test arrangements, examination results, and canvassing you for interest in appointment. Notice to appear for the test may be conditional as review of applications may not be made until after the test.
