Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.
Minimum Qualifications
On or before April 25, 2020, you must have:
Either 1. six years of experience in a retail establishment, food service, restaurant operation, or convenience store. Three years of which must have been in a management capacity in a retail establishment, food service, restaurant operation, or convenience store with a gross sales volume in excess of $500,000 annually;
Or 2. an associate???s degree or higher in food service management, business administration, or a related field and four years of experience in a retail establishment, food service, restaurant operation, or convenience store. Three years of which must have been in a management capacity in a retail establishment, food service, restaurant operation, or convenience store with a gross sales volume in excess of $500,000 annually.
If you expect to meet the educational requirements by September 30, 2020, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by September 30, 2020 may result in your removal from the eligible list.

- Your degree or high school diploma or equivalency diploma must have been awarded by a college, university, high school or educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree or high school diploma was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. Background Investigation/Justice Center Review: The names of all prospective employees may be:
- Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s);
- Investigated through a Criminal Background Check (CBC). All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of state and federal laws;
and will be:
- Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees whose names appear on the SCR may be barred from appointment.
You will be responsible for payment of all required fees.
- Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
- New York State residence is not required.
The positions
These positions exist in the Office of Children and Family Services (Albany, Buffalo, and New York City only).
Duties
As a Business Enterprise Program Specialist 1, you would be responsible for oversight and providing guidance to legally blind managers of ???Business Enterprise??? facilities located in one of the three district office territories in Albany, New York City, and Buffalo. (Business Enterprise facilities are small retail facilities, such as a news stand, snack bar, or cafeteria established by the New York State Commission for the Blind and located across New York State). Duties include, but are not limited to: conducting regular on-site visits to oversee the operation of vending facilities and operators to ensure conformity with program policies and accepted business practices; consulting facility operators in areas of facility financial matters, employer relations, and sanitation; purchasing and maintenance of facility equipment; stimulating program growth and continuity through the pursuit of new opportunities, assignments, and projects; conducting site surveys; serving as a liaison with host agencies, consumers, private vendors, and governmental regulatory agencies to maintain program goals; preparing and maintaining required reports and documents in program files; assisting in training current managers and candidates in the Business Enterprise Program Manager training program; and evaluating store layouts for efficiency, to maximize space, improve traffic flow, and market products, in existing and new facilities construction.
Subject of Examination
There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:
- Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
- Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
- Principles and practices of managing a small business - These questions will be designed to test for the knowledge and ability to manage a small business with particular emphasis on managing a profitable, highly competitive retail enterprise. The range of topics covered by these questions may include, but will not necessarily be limited to, purchasing; merchandising and display techniques; cash flow; the layout, design and equipment of a small business; inventory control and personnel/employment practices.
- Understanding and interpreting numerical data related to the managing of a small business - These questions will be designed to test for the ability to comprehend and interpret numerical data presented in formats which may include, but will not necessarily be limited to, balance sheets, income projection sheets, cash flow projection sheets and inventory records. All of the information necessary to answer each question will be provided in the data presented. Familiarity with the specific data involved will not be required to answer these questions. The candidates will be required to perform basic mathematical functions such as addition, subtraction, multiplication and division and to derive averages and percentages. Candidates are encouraged to bring and use their own calculators.
Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.
