Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

Seasonal Positions: The majority of Motor Vehicle License Examiner appointments are made on a seasonal basis beginning each spring. Those appointed from the eligible list resulting from the examination will be given first consideration for employment in succeeding seasons, provided they meet the minimum qualifications for appointment, are available and willing to accept employment when offered. After completion of 12 months of seasonal service, you may be offered a full-time, year-round position without further testing.

Minimum Qualifications

On or before October 13, 2018, you must have graduated from high school or have earned a high school equivalency diploma AND you must have:

Either 1. one year of full-time equivalent experience that involved extensive face-to-face interaction with the general public while providing customer service;

Or 2. thirty (30) semester credit hours of college-level study AND six (6) months of full-time equivalent experience involving extensive face-to-face interaction with the general public while providing customer service.

Definition: For the purposes of this examination, the general public is a broad range of people NOT limited to a specific group of the public. On your application, it is important to describe in detail the kind of service and information you provide to the general public on a face-to-face basis. Omissions or vagueness will not be interpreted in your favor.

Examples of Non-Qualifying Experience: Experience limited to scheduling appointments, making reservations, processing correspondence, forwarding calls, or as a telemarketer is NOT considered qualifying experience.

If you expect to meet the educational requirements by June 30, 2019, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by June 30, 2019 may result in your removal from the eligible list.

IMPORTANT

  1. Working Conditions: You would have substantial contact with the public under stressful conditions and may be required to effectively de-escalate tense situations. You would be required to work outdoors, year-round, including during inclement weather and be required to provide your own transportation because the job may involve traveling to various remote assignments and locations where you would be working independently. You must be able to enter and exit the vehicles used in testing throughout the day including commercial vehicles such as tractor trailers, buses, and trucks that require the examiner to climb up into the driving compartment. You would be required to walk around vehicles while carrying a computerized tablet (electronic scoring device), and to position obstacles prior to a road test. You must be able to stand for long periods of time, during and/or between road tests. In order to be successful in these positions, other important traits include: interpersonal skills, friendliness, courtesy, accuracy, teamwork, respect, punctuality, and good attendance.
  2. Background: Upon appointment, you will be fingerprinted and your background will be investigated. All convictions must be reported and will be considered in making appointments or removal after appointment from this title. Conviction of a misdemeanor, giving false information, or omitting information MAY bar appointment or result in removal after appointment and each case involving these situations will be determined on its own merits, consistent with state and federal laws. In accordance with Federal Motor Carrier Safety Administration Regulation, 49 CFR ? 384.228, conviction of a felony within the last 10 years OR any conviction involving fraudulent activity WILL bar appointment or result in removal after appointment to this title.
  3. You must currently have full license privileges to drive an automobile and must have had full continuous license privileges to drive an automobile for the three-year period immediately preceding the date of your appointment from this eligible list and continuously thereafter. Evidence of reckless driving, multiple moving violations, a disregard for New York State Vehicle and Traffic Law, and/or drug or alcohol related offenses, etc. may bar you from appointment. Prior to appointment, you may be required to demonstrate acceptable driving ability. Loss of your driving license may result in suspension or termination of your employment. In addition, your driving record is subject to review at any time. Some positions require that you be assigned a state vehicle which you will be required to use to perform the duties of the position. You must possess a driver?s license valid in New York State at the time of appointment and continuously thereafter.

  1. Your college credit, high school diploma or equivalency diploma must have been awarded by a college, university, high school, or educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your college credit or high school diploma was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the New York State Department of Civil Service, Albany, New York 12239. Attention: S2DAG.
  2. A promotion examination is also being held for this position. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
  3. Although a promotion examination is being held, it is expected that appointments will be made as the result of this examination open to the public.
  4. You may file for these examinations by completing one NYS-APP application form or applying on the Internet. Unless you are eligible for a fee waiver, the indicated processing fee must be submitted for each examination listed on your application.
  5. Additional vacancies are anticipated which may include Spanish language positions. The eligible list will be used to fill those positions, and eligibles must demonstrate proficiency in the Spanish language at a level that will ensure their ability to perform properly the duties of the positions. If other language parenthetics are established, the list will also be used to fill those positions and appointees must demonstrate their language proficiency prior to appointment.
  6. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  7. New York State residence is not required.

The Positions

These positions exist in the following districts of the New York State Department of Motor Vehicles: Albany, Binghamton, Bronx, Brooklyn, Buffalo, Mid-Hudson, Nassau, Queens, Rochester, Staten Island, Suffolk, Syracuse, Utica, and Westchester. Some districts may encompass several counties and some assignments may require periodic overnight travel.

Duties

As a Motor Vehicle License Examiner, you would conduct driving tests for all classes of drivers? licenses. You would direct applicants through the road test route, evaluate driving performance, verbally inform applicants about their performance during the test, and inform applicants at the conclusion whether they passed or failed the test. In this post-test review, you would cover strong points of the applicant?s driving ability and areas of driving that need improvement, and place appropriate restrictions on the drivers? licenses, as needed. You must be able to use and maintain a computerized tablet (electronic scoring device). You may be assigned to conduct field investigations of driving schools, private service bureaus, and public carriers, and to prepare written reports of your findings. You would also be assigned to investigate complaints and fraudulent activities surrounding these entities, and may be required to testify at Department of Motor Vehicles hearings.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Public contact principles and practices - These questions test for knowledge of techniques used to interact with other people, to gather and present information, and to provide assistance, advice, and effective customer service in a courteous and professional manner. Questions will cover such topics as understanding and responding to people with diverse needs, perspectives, personalities, and levels of familiarity with agency operations, as well as acting in a way that both serves the public and reflects well on your agency.
  2. Evaluating conclusions in light of known facts - These questions will consist of a set of factual statements and a conclusion. You must decide if the conclusion is proved by the facts, disproved by the facts or if the facts are not sufficient to prove or disprove the conclusion. The questions will not be specific to a particular field.
  3. Applying written information (rules, regulations, policies, procedures, directives, etc.) in Motor Vehicle License Examiner situations - These questions test how well you can apply written information in the form of rules to given situations similar to those typically encountered by Motor Vehicle License Examiners.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.

Eligibility for Employment

Religious Accommodation

Most written tests are held on Saturdays. Admission to Examination

Notice to appear for the test may be conditional as review of applications may not be made until after the test. If you have not received your notice to appear for the written test three days before the date of the test, email us at AdmissionNotices@cs.ny.gov. Taking State and Local Examinations Scheduled for the Same Day

If you have applied to take a written test announced by either one or several local jurisdictions (county, town, city) scheduled to be held on the same test date as this written test, you must notify each of the local jurisdictions no later than two weeks before the test date to make arrangements for taking all tests at one test site. All tests will be held at the state examination center. Cell Phones or Electronic/Communication Devices at the Test Site

Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
