Minimum Qualifications
On or before January 20, 2018, you must have had experience in one or any combination of the following:
- Investigating on-scene motor vehicle accidents, preparing motor vehicle accident reports in a position with responsibility for either safety control or vehicular traffic.
- Active role in Incident Management working with multijurisdictional agencies.
- Responsibility in traffic control review and compliance within a multilane divided highway.
For No. 26-453010: four years of any of the experience noted above.
For No. 26-455010: six years of any of the experience noted above.
NOTE: Experience investigating insurance claims or police experience in which traffic control is a minor function, such as issuing parking tickets, or traffic control at a fixed point such as a street intersection, is NOT considered qualifying.
Substitution: An associate's degree or higher can be substituted for a maximum of two years of the required experience.
Requirements: You will be required to complete mandatory coursework in such areas as accident investigation and reconstruction. Candidates must also possess a valid license to operate a motor vehicle in New York State at the time of appointment and continuously thereafter. New York State residence is not required to take these examinations. Upon hiring, you would be required to meet the maximum residence distance to Division Headquarters as referenced in the Authority's Vehicle Use Policy.
If you expect to meet the educational requirements by June 30, 2018, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by June 30, 2018 may result in your removal from the eligible list.
Notes
- Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. - A promotion examination is also being held for the Traffic Supervisor. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
- A transition examination is also being held for the Assistant Traffic Supervisor Trainee 1.
- Although promotion/transition examinations are being held, it is expected that appointments will be made as the result of these examinations open to the public.
- The Thruway Authority has the option of making appointments from either the list resulting from this examination open to the public or the list resulting from the transition examination. If you meet the requirements for both examinations, you may wish to file for both. The processing fee must be paid for this examination unless you are eligible for a fee waiver.
- Background Investigation: Because of the nature of the positions there is an investigative screening that may include a thorough character investigation. All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case is determined on its own merits, consistent with the applicable provisions of state and federal laws.
- Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
- New York State residence is not required.
The Positions
These positions exist in the New York State Thruway Authority in Albany, Buffalo, Syracuse, and New York regions.
Duties
As an Assistant Traffic Supervisor, you would perform duties relating to the management and safe flow of traffic along the Thruway Authority system. You would review and address all traffic control and safety concerns within a Thruway Division for highway worker and motorist safety; assist in emergency response, communication and diversion plans; perform accident investigations, collect evidence, and prepare written reports; and liaise with multiple agencies regarding traffic incidents, such as hazmat spill responses and Thruway authorized emergency towing and recovery services. You would review construction plans; perform on-site safety inspections; and review and coordinate traffic control plans. In addition, you may be required to conduct traffic safety training; assist with the planning and implementation of Intelligent Transportation System technologies; coordinate an abandoned vehicle program, an advertising device and logo program, and a long combination vehicle (tandem) program; coordinate, review and inspect vehicles for the issuance of special hauling permits; and operate the emergency backup radio system.
As a Traffic Supervisor, you would plan, direct, review, and evaluate all activities relating to the administration of a Traffic Management Program within a Thruway division. In addition, you would supervise Division Traffic Personnel, prepare the division program budget and, if necessary, perform the duties of the Assistant Traffic Supervisor.
Important: The duties of these positions will require working in adverse weather conditions and may require some physical exertion. In addition, Assistant Traffic Supervisors will be required to serve as a Division Traffic Duty Officer and be available for 24-hour callouts or overtime as deemed necessary.
