Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.
Minimum Qualifications
On or before October 29, 2016, you must have:
Either 1. six years of experience managing a retail business, servicing retail sales accounts or marketing products (including advertising, marketing communications, product research, or promotion). Experience limited to the duties of general sales clerking, cashiering, or stocking shelves, is NOT qualifying;
Or 2. an associate???s degree and four years of above experience;
Or 3. a bachelor???s or higher degree and two years of above experience.
Substitution:
Either A. Successful completion of twelve or more semester credit hours in marketing may be substituted for one year of the experience. These credits must be in addition to any credits that were received as part of the degree program. (You must include a copy of your college transcripts with your application).
Or B. One year of full-time retail experience in management where 30% or more of your time was spent managing lottery products may be substituted for one year of the required experience.

- Your degree or college credit must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree or college credit was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee. - If you pass the examination for No. 26-117010 Lottery Marketing Representative 1 (Chinese Language) or No. 26-118010 Lottery Marketing Representative 1 (Spanish Language) you will be required to demonstrate your relevant language proficiency at a level that will ensure your ability to perform properly the duties of the position. Only enough candidates to fill current vacancies will be called to the proficiency test.

- Travel Requirements: Appointment to certain positions requires extensive travel within a designated area of assignment. Appointees to these positions may be required to operate a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the job. If the position requires that you operate a motor vehicle, you must possess a driver's license valid in New York State at the time of appointment and continuously thereafter. Field work and travel expenses are reimbursed on a fixed schedule.

- Background Investigation: Because of the nature of the position there is an investigative screening that may include a thorough character investigation. All convictions must be reported. Each case is determined on its own merits, consistent with the applicable provisions of state and federal laws.
- Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
- New York State residence is not required.
The Positions
These positions exist in the New York State Gaming Commission.
Duties
As a Lottery Marketing Representative 1, you would engage in extensive face-to-face communications by visiting and assisting existing Lottery retailers in an assigned territory to maximize sales in their location; via telephone and e-mail, you would assist non-routed retailers and follow-up on actual visits. Duties may include: visiting and recruiting potential retailers in your assigned territory to market the Lottery and encourage participation in selling and promoting Lottery products to customers; managing each retailers instant game inventory; giving direction on merchandising and advertising; projecting retailer Lottery business needs; managing inventories to ensure less stock outs and to remove slow moving inventory/products; handling delinquent accounts; learning a steady flow of new material related to new Lottery games and additional features to current Lottery games; being the first line of contact with the general public; carrying out public relations activities such as explaining games and the Lottery???s mission at promotions and other assigned local events; working hours outside of the normal work day and spending the majority of your time in the field at locations distant from the office; and carrying and delivering various sales and promotion related materials (which may, at times, be heavy) that will assist you in making effective sales calls to Lottery retailers. Please note: you would be assigned a New York State automobile to be used solely for state business specifically related to your position and will also be issued a laptop computer or tablet to use while doing field work. The use of portable electronic devices and related software applications is integral to this job.
Subject of Examination
There will be a written test and an oral test which you must pass in order to be considered for appointment. You will be called to the oral test only if your score on the written portion of the test is high enough to be considered. Only scores on the written test will be used to compute the final scores; the oral test is pass/fail. The Department of Civil Service reserves the right to call to the oral test only enough candidates to fill existing vacancies. As vacancies occur, additional candidates may be tested.
Your final score must be 70 or higher in order to pass.
Rank on the eligible list will be determined after adding any wartime veterans??? and Civil Service Law Section 85-a credits to your final passing score.
Scope of Written Test: The written test is designed to test for knowledge, skills, and/or abilities in such areas as:
- Marketing - These questions test for knowledge of principles and practices of marketing, particularly as related to promoting a product or service. Topics may include marketing and promoting various resources through specific programs, determining targeted groups of interest through research and data analysis, planning and implementing a marketing program, and measuring the effectiveness of the marketing effort.
- Public contact principles and practices - These questions test for knowledge of techniques used to interact with other people, to gather and present information, and to provide assistance, advice, and effective customer service in a courteous and professional manner. Questions will cover such topics as understanding and responding to people with diverse needs, perspectives, personalities, and levels of familiarity with agency operations, as well as acting in a way that both serves the public and reflects well on your agency.
- Understanding and interpreting tabular material - These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery-or solar-powered calculator for use on this test. You will not be permitted to use the calculator function on your cell phone.
- Understanding and interpreting written material - These questions test how well you comprehend written material. You will be provided with brief reading selections and will be asked questions about the selections. All the information required to answer the questions will be presented in the selections; you will not be required to have any special knowledge relating to the subject areas of the selections.
Scope of Oral Test: The oral test is designed to evaluate, against the general background of the position, the ability to:
- Reason clearly and to make sound judgments
- Present ideas clearly and effectively
- Establish satisfactory relationships with others
The oral test will be held at several locations throughout New York State. The oral test will take place during the spring of 2017.
The oral test will use a format where the candidate makes a presentation before a facilitator only. This one-to-one presentation is videotaped for later review and rating by two evaluators.
