Minimum Qualifications

On or before September 21, 2013, you must have a bachelor???s degree in environmental studies, urban or regional planning, land use planning, economic/community development, real estate development, economics, or public finance AND eight years of experience as described below:

  1. Four years of experience in preparing: community revitalization plans or strategies containing brownfields; reuse or urban renewal plans; or redevelopment plans for areas affected by brownfields, vacant or abandoned sites. The completed plans must have served as the basis for or led to implementation of public or private economic development projects AND;
  2. Four years of experience in two or more of the following general areas: assisting communities in securing financing for capital projects, including requests for proposals, negotiating, managing, monitoring and reviewing contracts; developing various public involvement programs that build consensus among conflicting groups; coordinating the acquisition of in-kind, financial, technical assistance or training resources; or developing comprehensive land use plans or economic development programs.

In addition, two of the required eight years of experience must have included supervision of professional staff and the management of community-based, municipal, regional or State-wide revitalization programs.

Duties

Under the general direction of the Coastal Program Manager in the Division of Coastal Resources Management, a Revitalization Specialist 2 functions as a bureau manager with primary responsibility for directing the activities of the statewide Brownfield Opportunity Areas (BOA) Program. The incumbent plans, organizes, and manages the work and staff in the BOA Program including setting policy, establishing goals, choosing projects, determining priorities, and establishing policies and procedures; represents and advocates for the Department of State (DOS) in joint strategy sessions with Department of Environmental Conservation (DEC) executive level staff to advance and improve the BOA Program; assists the Coastal Program Manager in development of major policy, legislative, and programmatic initiatives related to brownfield redevelopment; develops and implements performance measurement programs and monitors performance on projects to evaluate quality and effectiveness of the BOA Program; coordinates required reporting on progress in all assigned areas of responsibility; represents the Division and DOS at meetings involving State and Federal agencies, local governments, consultants, non-governmental organizations, and the public to resolve highly complex and contentious issues and problems; represents the Division and the DOS on interstate boards and commissions dealing with brownfield redevelopment; directs the public outreach programs for BOA; and develops annual workforce plans and budgets.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Understanding and interpreting tabular material - These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.
  2. Logical reasoning - These questions test for the ability to reason logically by interpreting statements in an accurate and reasonable manner; identifying the logical relationships between related statements; determining the conclusions that can correctly be drawn as a result of information presented; distinguishing between relevant and irrelevant information; and applying principles of logic to information provided.
  3. Ensuring effective inter/intra agency communications - These questions will test candidates' understanding of techniques for interacting effectively with individuals and agencies, to educate and inform them about topics of concern, to clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with the staff of one's own agency and/or that of other agencies in cooperative efforts of public outreach or service.
  4. Writing skills for managers - These questions test for the writing skills that managers use in composing their own reports and correspondence as well as in reviewing documents produced by others. Both sentence skills and paragraph skills are addressed. The specific points tested include grammar, usage, punctuation, sentence structure, appropriate and correct content, editing, and organizing sentences into well-constructed paragraphs.
  5. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
  6. Administrative techniques and practices - These questions test for a knowledge of management techniques and practices used in directing or assisting in directing a program component or an organizational segment. Questions cover such areas as interpreting policies, making decisions based on the context of the position in the organization, coordinating programs or projects, communicating with employees or the public, planning employee training, and researching and evaluating areas of concern.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.

Notice to appear for the test may be conditional as review of applications may not be made until after the test. Multiple Examinations Scheduled for the Same Day
