Minimum Qualifications

On or before September 10, 2011, you must have:

For Number 25-492010: a master's degree and three years of:

Either 1. professional level administrative or educational experience in a college, university, education agency, or professional association;
Or 2. professional level administrative or educational experience in an agency or organization having oversight, regulatory, or coordinative responsibility for higher or professional education;
Or 3. professional, administrative, or education experience in credentialing or discipline of professional licensees.

Two years of this experience must have been related to the regulation of licensed professionals* in such areas as training; testing or supervising professionals; or to the development, review, evaluation, or offering of professional education programs.

For Number 25-493010: a master's degree and five years of:

Either 1. professional level administrative or educational experience in a college, university, education agency, or professional association;
Or 2. professional level administrative or educational experience in an agency or organization having oversight, regulatory, or coordinative responsibility for higher or professional education;
Or 3. professional, administrative, or education experience in credentialing or discipline of professional licensees.

Three years of this experience must have been related to the regulation of licensed professionals* in such areas as training; testing or supervising professionals; or to the development, review, evaluation, or offering of professional education programs.

* Licensed professionals are those professions licensed under Title 8 of the New York State Education Law.

Anticipated Eligibility

You can be admitted to this examination if you expect to meet the educational requirements by December 31, 2011. Indicate expected completion dates on your application. By February 15, 2012, you must provide the Department of Civil Service with verification of successful degree completion or you will not be eligible for appointment from the eligible list.

Notes

  1. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  2. New York State residence is not required.
  3. Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the NYS Department of Civil Service, Alfred E. Smith State Office Building, Albany, New York 12239. Attention: S4LSS.
  4. A promotion examination is also being held for Associate in Professional Education, see Examination No. 36 605. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.

Duties

As an Assistant in Professional Education, you would provide assistance to higher-level professional staff in the areas described for Associate in Professional Education.

As an Associate in Professional Education, you would assist in the review, evaluation, and approval of professional programs, licensing applications, and continuing education; assist in the development and implementation of guidelines, regulations, and standards concerning professional licensure and practice; clarify the license, practice, and discipline of the professions; organize and manage information and work flow; and represent the State Education Department with the State Legislature, state and national professional associations, state and federal agencies, candidates for professional licensure, licensees, the general public, and others.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Ensuring effective inter/intra agency communications - These questions will test candidates' understanding of techniques for interacting effectively with individuals and agencies, to educate and inform them about topics of concern, to clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with the staff of one's own agency and/or that of other agencies in cooperative efforts of public outreach or service.
  2. Professional report writing - These questions test for the skills required to compose professional reports and studies. Some questions will ask you to distinguish between correct and incorrect presentations of English grammar, usage, punctuation, and sentence structure. Others will ask you to determine the most clear, accurate, and complete restatement of information; the most judicious editing of a portion of a report; and the best organization of sentences to form well-constructed paragraphs.
  3. Program planning and evaluation - These questions test for knowledge of basic concepts and techniques essential to the planning/evaluation function. Questions cover such areas as common strategies for identifying and articulating goals/objectives and establishing priorities; basic quantitative methodologies for establishing standards, analyzing data and making projections/forecasts; and basic concepts involved in the systems approach to administrative analysis. The questions do not require any substantial manipulation of data, nor do they require formal preparation in planning/evaluation or quantitative methods.
  4. Understanding and interpreting tabular material - These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test.
  5. Understanding and applying written material based on legal passages - Candidates will be provided with a reading passage taken from a published law or regulation and be required to answer one or more questions based on that passage. The questions may require the candidates to apply the passage to a hypothetical situation or situations described in the question(s) or summarize all or part of the passage. All factual information needed to answer these questions is provided in the reading selections. No prior knowledge of the material is needed to answer these questions correctly.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.

Notice to appear for the test may be conditional as review of applications may not be made until after the test. Multiple Examinations Scheduled for the Same Day

With the exception of written tests announced by New York City, if you have applied to take a written test announced by a local jurisdiction (county, town, city) scheduled to be held on the same test date as this written test, you must call 518-474-6470 in the Albany area or toll free at 1-877-697-5627 [press 2, then press 1], no later than two weeks before the test date, to make arrangements for taking all tests at one test site. All tests will be held at the state examination center.

Cell Phones or Electronic/Communication Devices at the Test Site

Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
