Minimum Qualifications

On or before April 28, 2012:

  1. You must be a high school graduate or have a high school equivalency diploma. Diplomas issued through a home study course, and not by an appropriate educational authority are not acceptable.
    AND
  2. You must have one year of experience as a dispatcher in an emergency services organization.

Examples of Qualifying Experience: police, fire, and emergency medical dispatching (civilian or military experience is acceptable).

Examples of Non-Qualifying Experience: using paging systems, cellular phones, intercoms, or CB radios.

Experience limited to that of an emergency medical technician (EMT) is not qualifying.

Notes

  1. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  2. Your high school diploma or equivalency diploma must have been awarded by a high school or educational institution or one recognized by the NYS Education Department as following acceptable educational practices. If your high school diploma was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the NYS Department of Civil Service, Alfred E. Smith State Office Building, Albany, New York 12239.   3. Psychological Evaluation: Prior to appointment, you will be required to participate in a psychological evaluation to determine your fitness to perform the essential duties of the position. Failure to meet the standard may result in your disqualification.
  4. Background Investigation: Because of the nature of the position there is an investigative screening that may include a thorough character investigation. All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case is determined on its own merits, consistent with the applicable provisions of state and federal laws.
  5. Drug Testing: Prior to appointment, you will be required to participate in a drug screening test and are responsible for the clinical lab fee. Failure to meet the standards may result in your disqualification.
  6. Fingerprints and Fees: Fingerprinting is required at the time of appointment. You will be required to pay the processing fee.
  7. Color Vision Test: Candidates will be tested for their color vision acuity.
  8. Physical/Medical Requirements: Your physical and medical condition will be evaluated to ensure that you are able to satisfactorily perform the duties of this position with or without reasonable accommodation. Duties

As a Communications Technician 1 at the Office of Parks, Recreation and Historic Preservation (OPRHP), you would provide communications and other support services to sworn police officers and/or emergency management and operations personnel. These duties include the accurate relay of information, receiving and prioritizing emergency and non-emergency complaints and calls for service, dispatching of police and other emergency responders, making supervisory notifications, and answering questions from the public. You will operate a variety of communications equipment, including but not limited to personal computers, two-way radios, and telephone equipment. You would also create and maintain law enforcement and other administrative records, files, logs, and databases. These positions may involve shift work at a 24-hour, seven-days-a-week facility.

As a Communications Technician 1 at the Division of Homeland Security and Emergency Services (DHSES), you would perform various critical duties associated with the operations of the State Emergency Communications Center, and provide twenty-four hour, seven-days-a-week coverage. Duties include: receive, disseminate, and log emergency technical information from multiple voice/data landline, microwave, fiber optic cable, radio, and satellite networks; maintain and write situational awareness messages by monitoring email, phones, weather, local, national, international news; maintain contact information, operational databases, and communication systems; assess and evaluate information; expedite and disseminate emergency information according to established policies and protocols. Additionally, the incumbent will receive incoming calls for emergency assistance, and dispatch information to the appropriate location; track weather reports; inform appropriate agency of weather conditions; and assist and participate in the activation of the Emergency Operations Center.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Retaining and comprehending spoken information from calls for emergency services - These questions test for your ability to retain specific information that is heard in calls for emergency service, such as a street address, or to comprehend spoken information from emergency service calls, such as determining the location of a site in relation to landmarks. Simulated 911 calls will be played on audio CD. Immediately following each call, candidates are given audio instructions identifying which questions they are to answer within the test booklet. The questions that candidates are directed to answer for each simulated call will not be in sequential order. Candidates will need to retain and comprehend the information and instruction provided in this portion of the test to respond appropriately to the questions asked and to determine which questions to answer. The time allotted to answer these questions will be limited. At the end of each answer period, the CD will automatically play the next call. Note paper will be provided. Candidates will be permitted to take notes and to refer to them when answering the questions.
  2. Understanding and interpreting written material - These questions test how well you comprehend written material. You will be provided with brief reading selections and will be asked questions about the selections. All the information required to answer the questions will be presented in the selections; you will not be required to have any special knowledge relating to the subject areas of the selections.
  3. Following directions (maps) - These questions test your ability to follow physical/geographic directions using street maps or building maps. You will have to read and understand a set of directions and then use them on a simple map.
  4. Coding/decoding information - These questions test for the ability to follow a set of coding rules. Some questions will require you to code information by converting certain information into letters or numbers. Other questions will require you to decode information by determining if the information that has already been converted into letters or numbers is correct. Complete directions will be provided; no previous knowledge of or training in any coding system is required.
  5. Radio operations and dispatching procedures - These questions test for knowledge of two-way radio systems and operations, and may cover dispatching procedures when appropriate.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.

Multiple Examinations Scheduled for the Same Day

Cell Phones or Electronic/Communication Devices at the Test Site

Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
