Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $1,302 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $651 annual mid-Hudson adjustment.

Minimum Qualifications

On or before February 23, 2008, you must have a New York State license and current registration as a professional engineer, professional landscape architect, or professional architect; and five years of professional experience in engineering, landscape architecture, or architecture which included the design and construction of parks and recreation facilities. This experience must include two years of supervisory experience.

Notes

  1. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  2. New York State residence is not required.
  3. Possession of a professional engineer's license, professional landscape architect's license, or professional architect's license and current registration from a state or territory of the United States which is the equivalent of that given in New York State is acceptable.
  4. Prior to appointment as a Capital Facilities Regional Manager 1, you must provide a copy of your license and current registration to the Office of Parks, Recreation and Historic Preservation.
  5. A promotion examination is also being held for these positions. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
  6. Although promotion examinations are being held, it is expected that appointments will be made as the result of these examinations open to the public.

Duties

A Capital Facilities Regional Manager 1 provides administrative and technical direction for planning, design, construction, and rehabilitation of all park facilities within an assigned region; prepares and manages the regional capital facilities budget and assures priorities and budget plans are implemented and followed; controls and implements the facility master plans and the regional capital plan; supervises and trains staff; assigns staff to meet work needs and priorities; directs the planning and review of projects, assuring that they adhere to agency policies and priorities, and comply with codes; monitors and oversees work performed by other agencies, consultants, contractors, and concessionaires to ensure it is consistent with agency plans and complies with codes; supervises the preparation, bidding, award, and administration of contracts; coordinates land acquisition, survey, environmental impact assessment, and easement activities; and prepares and reviews technical and administrative reports.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Planning and design of recreational and park-related facilities - These questions test for knowledge of the concepts, procedures, terminology, and computations used to plan and design recreational and park-related facilities.
  2. Environmental impact analysis, including identification, evaluation and mitigation of the effects of changes to the environment - These questions test for knowledge of concepts, ecological principles, and procedures used in environmental impact analysis for parks and related facilities, including such areas as identification and characteristics of impacted ecosystems; sources and effects of pollutants and human activities on various environments; techniques and procedures used in impact investigation, identification, control and remediation; and the analysis and review process.
  3. Plans, specifications, estimates, cost effectiveness evaluations, contracts and contract administration - These questions test for the ability to read and interpret construction drawings and technical specifications; calculate cost and quantity estimates; develop cost/benefit analyses; and prepare and administer construction contracts.
  4. Program planning, project management and scheduling - These questions test for knowledge of the concepts, terminology, proper procedures, and computations used in the development, scheduling and oversight of various types of park-related programs and contractural agreements for construction and renovations projects, including scheduling techniques such as the critical path method.
  5. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
  6. Administrative supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.
  7. Administration - These questions test for knowledge of the managerial functions involved in directing an organization or an organizational segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on the context of the administrator's position and authority; forecasting and planning; organizing; developing personnel; coordinating and informing; guiding and leading; testing and evaluating; and budgeting.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.
