Appointees in the New York City area (Bronx, Kings, Nassau, New York, Queens, Richmond [Staten Island], Rockland, Suffolk and Westchester Counties) will receive an additional $1,200 annual location pay differential.

MINIMUM QUALIFICATIONS: On or before January 11, 2003, you must have three years of experience in a therapeutic work program employing individuals diagnosed with mental illness*. At least one year of this experience must have been in a supervisory or oversight capacity. Your responsibilities must have included ALL of the following:

* At least 25% of the individuals employed in the therapeutic work program must have been diagnosed with mental illness.

Substitutions: A bachelor's degree in Business Administration/Management or a human service field may be substituted for two years of the general experience.

A bachelor's degree in any other field may be substituted for one year of general experience.

NOTES:

  1. For the purpose of this examination, human service field includes disciplines related to the following: addiction studies; child and family studies; communication disorders; community health; education; gerontology; health administration; human services; nursing; nutrition; occupational therapy; physical therapy; psychology; recreation therapy, including art, dance, drama and music; rehabilitation counseling; social work; and sociology.
  2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree and/or college credit was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the Department of Civil Service for a list of acceptable companies who provide this service.This information is also available here. . You must pay the required evaluation fee.
  3. Additional vacancies are anticipated which may include Spanish/Chinese/Korean language positions. The eligible list will be used to fill those positions, and eligibles must demonstrate proficiency in the Spanish/Chinese/Korean language at a level that will assure their ability to perform properly the duties of the positions. If other language parenthetics are established, the list will also be used to fill those positions and appointees must demonstrate their language proficiency prior to appointment.
  4. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  5. New York State residence is not required.

THE POSITIONS: These positions exist in facilities of the New York State Office of Mental Health. There are currently 9 vacancies statewide.

DUTIES: As a Workshop Specialist you would be responsible for planning, organizing and supervising a therapeutic work program in facilities or community programs operated by the NYS Office of Mental Health. You would be responsible for the business management of the work program and provide administrative and fiscal management services in such areas as business planning, quality control, worksite engineering, production coordination, product development and inventory control.

SUBJECT OF EXAMINATION: There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills and/or abilities in such areas as:

  1. Preparing written material - These questions test for the ability to present information clearly and accurately and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order and then asked to choose from four suggestions the best order for the sentences.
  2. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing and controlling the activities of the work unit toward predetermined objectives. They appropriately test for a first-line supervisory position. The concepts covered, usually in a situational question format, may include, but are not necessarily restricted to: assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale and discipline.
  3. Understanding and interpreting tabular material - These questions test your ability to understand, analyze and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio and proportion are tested. Mathematical operations are simple and computational speed is not a major factor in the test.
  4. Understanding and interpreting written material - These questions test how well you comprehend written material. You will be provided with brief reading selections and will be asked questions about the selections. All the information required to answer the questions will be presented in the selections; you will not be required to have any special knowledge relating to the subject areas of the selections.
  5. Workshop Operations Management - Planning, organizing and supervising of sheltered workshop operated by the Office of Mental Health - These questions will test for candidates' ability to manage a sheltered workshop that employs individuals diagnosed with mental illness. The questions may include, but are not limited to, the following subject areas: business management, business planning, contract procurement, quality control, worksite engineering, production coordination, product development, market development, purchasing, storeskeeping and inventory control.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans credits to your final passing score.
