Minimum Qualifications
On or before the date of filing your application, you must have a current license and registration to practice pharmacy in New York State and two years of post-licensure experience as a pharmacist.
Continued Employment: Current licensure and registration to practice pharmacy in New York State is necessary for continued employment as a Pharmacy Consultant. Action will be taken to remove you from your position if you fail to maintain licensure and registration.

- The Omnibus Budget Reconciliation Act of 1987 mandates that surveyors of health facilities complete a training and testing program. The US Department of Health and Human Services has developed the Surveyor Minimum Qualifications Test (SMQT) in response to this mandate. Candidates must be aware that in addition to passing this examination for employment, they must also be certified through an appropriate SMQT process to retain certain positions.
- Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
- New York State residence is not required.
The Positions
These positions are classified at the New York State Department of Health (DOH), New York State Education Department (SED), Office of the Medicaid Inspector General (OMIG), and the Workers' Compensation Board (WCB).
Duties
As a Pharmacy Consultant, you may function independently, or as a member of a survey team engaged in health care surveillance activities at hospitals, clinics, nursing homes, and other health care facilities. You may develop and administer pharmacy surveillance and regulatory programs to ensure that pharmacy services meet legal requirements and professional standards of practice. You may also analyze prescription data to detect diversion of controlled substances and other health system issues; perform pharmacological research and consultation activities on drug, pharmacy, and public health projects; investigate instances of fraud and abuse; and serve as a liaison between State and federal agencies on pharmaceutical issues. You may also review drug formularies, assist with the development of clinical criteria for drug utilization review programs, and supervise subordinate staff assigned to regulatory and surveillance programs.
Subject of Examination
There will be no written test. The test will consist of an evaluation of your education and experience against the range of duties and responsibilities found in these positions.
If you meet the Minimum Qualifications you will be sent a supplemental questionnaire to complete and return. This questionnaire will be the only basis for rating your education and experience.
Your final score must be 70 or higher in order to pass. Your final score on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits.
The list established as the result of this examination will be used to fill positions which may be established at additional geographic locations in New York State during the life of the list.

State agencies have an ongoing need for persons qualified for appointment to these positions. Therefore, the New York State Department of Health and the New York State Education Department will accept applications at any time and will rate applications whenever additional eligibles are needed. In general, all applications received up to six weeks before a scheduled test date will be processed for that test date. Applications received afterward will be retained for the next scheduled rating.
Retest Policy
Qualified candidates may file as frequently as yearly, but a new application is required each time.
Eligible List
Candidates who meet the qualifications and pass this examination, will have their names placed on the eligible list in the order of final score, regardless of the date on which they filed for the test. The names of qualified candidates will remain on the eligible list for two years.

The Department of Civil Service reserves the right to terminate this special recruitment program.
