BRIEF DESCRIPTION OF CLASS SERIES
Positions in this series perform research and targeted examinations of capital markets activities at regulated institutions. These positions, which are non-competitive, are found only in the Banking and Insurance Departments.
DISTINGUISHING CHARACTERISTICS
SENIOR RISK MANAGEMENT SPECIALIST: journey level; serves as trading and treasury operations specialist; may supervise lower level examiners assigned to an examination team.
PRINCIPAL RISK MANAGEMENT SPECIALIST: conducts examinations of capital markets activities at the larger and more complex institutions; supervises Senior Risk Management Specialists and other examiners assigned to an examination team.
SUPERVISING RISK MANAGEMENT SPECIALIST: conducts examinations of capital markets activities at the largest, most complex institutions, especially large money-centers; supervises Principal Risk Management Specialists.
CHIEF RISK MANAGEMENT SPECIALIST: serves as head of the capital markets unit; oversees Supervising Risk Management Specialists.
ILLUSTRATIVE DUTIES
- Plans, organizes and coordinates examinations.
- Conducts examinations of capital markets activities at supervised institutions.
- Evaluates the overall impact of capital markets activities on a supervised institution.
- Reviews policies and procedures relative to capital markets operations.
- Assesses the adequacy of records systems and controls governing capital markets operations.
- Supervises assigned staff by assigning work, monitoring progress, reviewing results, and conducting performance reviews.
- Prepares examination reports and discusses findings with institutional management.
- Coordinates the implementation of supervisory action regarding problems disclosed during the examination of capital markets activities at supervised institutions.
- Provides in-depth analysis of trading activities including positions, strategies and risk profiles in capital markets area.
- Advises Department management on issues such as systems technology, internal controls, documentation standards, accounting standards, and reevaluation procedures relative to treasury operations.
- Researches and analyzes technical issues concerning capital markets. Performs in-depth studies of capital markets activities.
- Evaluates the impact of innovative new products on the operations of regulated entities.
- Formulates policies and procedures for regulating capital market activities.
- Provides assistance and guidance to other divsions or bureaus on various aspects of capital markets.
- Assists in developing and presenting educational programs for staff on all facets of capital markets.
- Assists in developing and updating specialized manuals to be used in the examination of capital markets activities.
MINIMUM QUALIFICATIONS
SENIOR RISK MANAGEMENT SPECIALIST
Bachelors Degree and six years of experience. Two years of the experience must have been in analyzing and managing the trading, underwriting, hedging, or risk management of capital markets instruments by banks or other financial institutions. Experience in the audit or regulatory examination of capital markets may substitute for part or all of the required experience.
Substitution: A Bachelors Degree in finance, economics, accounting, mathematics or business administration may substitute for two years of the experience.
PRINCIPAL RISK MANAGEMENT SPECIALIST
Bachelors Degree and seven years of experience. Four years of the experience must have been in analyzing and managing the trading, underwriting, hedging, or risk management of capital markets instruments by banks or other financial institutions. Experience in the audit or regulatory examination of capital markets may substitute for part or all of the required experience.
Substitution: A Bachelors Degree in finance, economics, accounting, mathematics or business administration may substitute for two years of the experience.
SUPERVISING RISK MANAGEMENT SPECIALIST
Bachelors Degree and nine years of experience in one or a combination of the following areas:

A Masters Degree in the same fields may substitute for three years of the experience. A Ph.D. in the same fields may substitute for four years of the experience.
CHIEF RISK MANAGEMENT SPECIALIST
Bachelors Degree and ten years of experience in one or a combination of the following areas:
